RECONSIDERATION OF MINUTES OF AUGUST 12, 1999 APPROVED Mr. Blue, seconded by Mr. Laubacher, moved to approve the minutes of August 12, 1999. The motion carried unanimously. Page 1 8/26/99 P & Z Minutes 4. PZ-99-20 CONSIDER REQUEST OF BILL GIETEMA OF ARCADIA DEVELOPMENT FOR A PRELIMINARY PLAT OF THE NORTH RICHLAND HILLS TOWN CENTER ADDITION. THIS PROPERTY IS LOCATED SOUTH OF MID-CITIES BOULEVARD, BETWEEN DAVIS BOULEVARD AND PRECINCT LINE ROAD. APPROVED Ms. Ratcliff explained that this is a preliminary plat for 288.3 acres, which is zoned Town Center. The applicant is proposing 602 single family lots and 90.1430 acres of commercial development. She explained that the outstanding issues associated with this plat, which included a Preliminary Drainage Analysis and the possible need for a Traffic Impact Analysis. Ms. Ratcliff stated that staff recommends approval of PS 99-20 subject to compliance with the engineer's comments regarding engineering and construction plans and, should the Commission feel it is prudent, they can request a TIA be submitted at a future point in the development. Terry Mitchell, Carter & Burgess, presented this request. He explained that they are already in the process of preparing a Traffic Impact Analysis (TIA); however, timing is uncertain at this stage. He explained that the first final plat should be submitted within the next 8 weeks and will be located adjacent to Spring Oaks Estates. Additional timetables will be forthcoming and will depend largely on the market at that time and the City regarding the Recreation Center and Library. Mr. Mitchell believes that he could have the TIA prior to the first final plat being filed with Tarrant County. The general consensus of the Commissioners was that they would like to have a chance to review the TIA. Dan Quinto, Arcadia, stated they would be happy to submit the TIA with the first final plat, if the Commissioners so desire. Mr. Blue, seconded by Mr. Welch, moved to approve PS 99-20 subject to compliance with engineer's comments and also the submittal of the TIA with the first final plat. The motion carried unanimously. Page 2 8/26/99 P & Z Minutes 5. PZ 98-45 PUBLIC HEARING TO CONSIDER THE REQUEST OF KENT DAVIS FOR A ZONING CHANGE ON TRACT 3D OF THE L.C. WALKER SURVEY, A-1652 FROM AG-AGRICUL TURAL TO C2-COMERCIAL. THIS PROPERTY IS LOCATED IN THE 9100 BLOCK OF CARDINAL LANE. DENIED Ms. Ratcliff summarized the case, explaining that this request is to rezone 5.79 acres to C2-Commercial. She explained that this property is shown on the Comprehensive Land Use Map as Town Center. Ms. Ratcliff stated that staff recommends denial of the request because the request is not in compliance with the Comprehensive Land Use Plan. Chairman Bowen opened the public hearing and asked the applicant to come forward. Kent Davis presented his request. He explained that he had originally applied for a rezoning to 11-Light Industrial, however, upon suggestions made by staff, he had held off due to the Town Center Development. He attended the work sessions with Mr. Duany and has held off for well over a year. Additionally, Mr. Davis stated that he has spoken with Arcadia about purchasing his property, but no offers have been made. This rezoning request will make the property more marketable. Seeing no additional proponents, and no opponents, the public hearing was closed. Mr. Tolbert believes this property is important to the Town Center and wants to see the Town Center succeed. He doesn't believe allowing a C2-Commercial zoning classification in the middle of Town Center land use category would be beneficial. Mr. Tolbert, seconded by Mr. Blue, moved to deny PZ 98-45. MISCELLANEOUS REPORTS Ms. Ratcliff reminded the Commissioners of the August 30, 1999 APA Seminar that would be conducted at the Brookside Convention Center in Hurst. 9.
