MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF
ADJUSTMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS
JANUARY 21,1999 -7:00 P.M.

CALL TO ORDER
The meeting was called to order by Chairman Tom Duer at 7:00 p.m.

CONSIDERATION OF MINUTES OF JANUARY 7, 1999
APPROVED
Mr. McCain made the motion, seconded by Chairman Duer, to approve the
minutes of the January 7, 1999 meeting. The motion carried unanimously.
Chairman Duer explained that this board consists of five voting members and it
requires four affirmative votes in order for a variance to pass.

SA 99-01
PUBLIC HEARING TO CONSIDER THE REQUEST OF JAMES ALREAD FOR
A BUILDING LINE ENCROACHMENT AND HEIGHT VARIANCE ON TR 4A3A,
J. BARLOUGH SURVEY, A-130. (LOCATED AT 8109 NEWMAN DRIVE)
APPROVED
Chairman Duer opened the public hearing and asked the applicant to come
forward.
Mr. James Alread, applicant, presented his request. He stated that he was in the
process of constructing a carport to cover his RV. The carport, which is nearly
complete, is 14' in height and sits on the property line. He distributed packets to
the board members outlining property ownership, site plans of his property and
pictures of his property from different locations on Newman Drive. Also included
in Mr. Alread's packet was a petition of neighbors supporting his variance
request. Mr. Alread has lived at this residence for 31 years.
Responding to a question, Mr. Alread stated he would be willing to lower the
carport to 12'.
Chairman Duer called for additional proponents.
Mr. Harold Newman spoke in favor of this variance request.
Seeing no additional proponents and no opponents, the public hearing was
closed.
After lengthy discussion, Mr. Schopper, seconded by Mr. Enlow, moved to
approve BA 99-01 subject to the structure not exceeding 12' in height; the
structure is removed upon sale of the property and the foundation will remain
gravel. The motion carried unanimously.
