MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF
ADJUSTMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS
SEPTEMBER 17, 1998 - 7:30 P.M.

The meeting was called to order by Vice Chairman Bill Schopper at 7:30 p.m.

CONSIDERATION OF MINUTES OF AUGUST 20, 1998
APPROVED
Ms. Martin made the motion, seconded by Dr. Enlow to approve the minutes of
the August 20, 1998 meeting with one correction pointed out in the pre-meeting.
The vote was 5 - 0. Messrs. Enlow, Schopper, Christensen and Young, and Ms.
Martin were in favor of this motion.
Mr. Schopper explained that this board consists of five voting members and it
requires four affirmative votes in order for a variance to pass.

PUBLIC HEARING TO CONSIDER THE REQUEST OF DAVID HARDESTY TO
ALLOW AN ACCESSORY BUILDING THAT IS TALLER THAN WHAT IS
PERMITTED; AN ACCESSORY BUILlDNG THAT IS LARGER THAN 200
SQUARE FEET THAT DOES NOT MEET THE MASONRY REQUIREMENTS;
AND AN ACCESSORY BUILlDNG ON A LOT THAT DOES NOT HAVE A
MAIN STRUCTURE ON LOTS 1 7 & 8, BLOCK 6, COVENTRY PLACE
ESTATES. (LOCA TED AT 7236 COVENTRY COURT)

Vice Chairman Schopper opened the public hearing and asked the applicant to
come forward.
Mr. David Hardesty presented his request. He distributed pictures of his
accessory building and the equipment that he needs to store in it. He also gave
a letter of support from a neighbor that could not attend the meeting. He
explained that he had told his contractor he would take out the permit and then
got sick and neglected to do so. Mr. Hardesty stated he continues to have
health problems. He explained that he owns three lots, two of which are
currently landlocked. The lot that his primary structure sits on has trees and he
didn't want to take out tree's to put up a building when he had all this additional
space.
Seeing no additional proponents, Vice Chairman Schopper called for any
opponents.
Mr. Steve Shiver, 7228 Coventry Court read into the record a letter of opposition
and submitted pictures showing this accessory building from his yard, which
abuts Mr. Hardesty's building. Mr. Shiver stated that he isn't concerned about
the size or lack of masonry, but does have a problem with the placement of the
building. He doesn't want it on his property line.
Mr. Tom Chablocky, 7201 Coventry Court, stated his opposition, citing
decreased property values from a building of this size.

Seeing no additional opponents, the public hearing was closed.

BA 98-29
PUBLIC HEARING TO CONSIDER THE REQUEST OF RICHARD RALEY FOR
A SIDE YARD ENCROACHMENT TO ALLOW A CARPORT ON LOT 12AR,
BLOCK 30, COLLEGE HILLS ADDITION. (LOCATED AT 7820 CARDINAL
CT.)
APPROVED
Vice Chairman Schopper opened the public hearing and Mr. Raley presented his
request. He explained that he was replacing an existing carport, but making it
larger than the original one. He has recently purchased several of the duplexes
on this court and is trying to bring up the appearance. This unit had a
dilapodated carport and he is upgrading it. All units on both sides of Cardinal
Court currently have carports.
Seeing no additional proponents, and no opponents, the public hearing was
closed.
Mr. Enlow made the motion to approve BA 98-29. Mr. Christensen seconded the
motion and it carried unanimously with a vote of 5 - O. Messrs. Christensen,
Enlow, Schopper, Young and Ms. Martin were in favor of this request.

BA 98-30
PUBLIC HEARING TO CONSIDER THE REQUEST OF PARK PLACE
BUILDERS TO VARY FROM THE REQUIRED COVERED PARKING
REQUIRMENTS TO ALLOW A GARGE CONVERSION ON LOT 10, BLOCK 6,
NORTH HILLS ADDITION. (LOCATED AT 3609 REEVES STREET)
DENIED
Vice Chairman Schopper opened the public hearing. Mr. Ken Brown, Park Place
Builders presented his request. He stated that the residents of this home are
elderly and are in need of constant assistance. The couples son and his family
are moving in to take care of them and they need additional space. A room
addition is being added to the back of the home and they would like to enclose
the garage for a bedroom for their 4 kids. This conversion has been designed in
such a way that it will be a permenant enclosure. The garage door will be
removed and windows installed. The home is only 1200 square feet.
Mr. Michael Ashinhurst, 5725 Bertha, Haltom City, stated that he is the son and
they are needing additional living space since he and his family are moving in
with his parents. He explained that the lot is pie shaped and limits the size of the
rear addition. He asked the board to consider this variance because his mother
is terminally ill and his father is not in good health either.
Seeing no additional proponents, and no opponents, the public hearing was
closed.
Mr. Enlow, seconded by Mr. Christensen, moved to approve BA 98-30, provided
no carport is requested at a later date and a covenant is executed stating such
and runs with the land. The vote was 2 - 3 and was denied. Messrs. Enlow and
Christensen were in favor of this request. Messrs. Young, Schopper and Ms.
Martin were opposed.
