MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF
ADJUSTMENT OF THE CITY OF NORTH RICHlAND HillS, TEXAS
JUNE 15, 1988 -7:30 P.M.

CONSIDERATION OF MINUTES OF MAY 21, 1998
APPROVED
Mr. Schopper made the motion, seconded by Mr. Cypert to approve the minutes
of the May 21,1998 meeting. The vote was 5 - O. Messrs. Schopper,
Christensen, Bellomy, Duer and Ms. Martin were in favor of this motion.
Chairman Duer explained that this board consists of five voting members and it
requires four affirmative votes in order for a variance to pass.

BA 98-20
PUBLIC HEARING TO CONSIDER THE REQUEST OF EDNA TAYLOR FOR A
. ··SIDE BUILDING LINE ENCROACHMENT IN ORDER TO CONSTRUCT A
FENCE ON LOT 22, BLOCK 19, NORTH PARK ESTATES ADDITION.
(LOCATED AT 6300 SUDBURY WAY)
APPROVED
Chairman Duer opened the public hearing and asked the applicant to come
forward.
Ms. Edna Taylor, presented her request explaining that she wanted to extend
her fence so her backyard would be a little bigger for her grand children to play
in. She stated visibility would not be hampered by this expansion. Ms. Taylor
distributed photos of her property and the surrounding area.
Seeing no additional proponents or no opponents, the public hearing was closed.
Mr. Schopper, seconded by Mr. Young, moved to approve BA 98-20, as
requested. The motion carried with a vote of 5 - O.

BA 98-21
PUBLIC HEARING TO CONSIDER THE REQUEST OF MARK HARWELL FOR
A VARIANCE FROM THE MASONRY REQUIREMENTS FOR AN EXISTING
STRUCTURE ON TRACT 12A3, T.K. MARTIN SURVEY, A-1055. (LOCATED
AT 8620 MARTIN DRIVE)
APPROVED
Chairman Duer opened the public hearing and asked the applicant to come
forward.
Mr. Mark Harwell presented his request and distributed pictures of the property
and existing home and garage. The home was originally built in 1939. Mr.
Harwell stated that the brick on the existing detached garage was leaning out
about 12 - 18", so they removed it for safety reasons. They were unaware of the
masonry ordinance.
There were no additional proponents and no opponents, so the public hearing
was closed.
Mr. Cypert, seconded by Mr. Young, moved to approve BA 98-21 as requested.
The motion carried with a vote of 5 - O.

BA 98-22
PUBLIC HEARING TO CONSIDER THE REQUEST OF MDK DEVELOPMENT
FOR A VARIANCE OF MASONRY SCREENING WALL REQUIREMENTS
BETWEEN RESIDENTIAL AND INDUSTRIALLY ZONED PROPERTY ON LOT
3, BLOCK 3, TAPP ADDITION. (LOCATED AT 5411 HILLTOP DRIVE)
DENIED
Chairman Duer opened the public hearing and asked the applicant to come
forward.
Mr. Brad Young presented this request. He explained that his client, Mr.
Vollintine, wants to expand the exiting mini-warehouses on Hilltop Drive. A
masonry-screening fence is required between the proposed development and
the existing apartments and they are requesting a variance to that requirement.
The development is proposed in phases and they are requesting to only building
the fence along the phase that is proposed at this time.
Much discussion ensued regarding the placement of the required fencing. Mr.
Young stated that there is no plan to use the open space behind the proposed
first phase as RV storage.
Mr. Cypert, seconded by Mr. Young, moved to approve BA 98-22, as requested.
The vote was 3 - 2. Messrs. Cypert, Young and Duer were in favor of this
request; Messrs. Schopper and Christensen were opposed. The request was
denied.
